Procesos epistémicos en la configuración de problemas sociales. Estudios de casos en la Argentina de principios de siglo XXI.

Abstract

Esta investigación busca desarrollar una trama conceptual para identificar y analizar procesos epistémicos en la configuración de problemas sociales en la Argentina de principios de siglo XXI. La investigación se enmarca en el campo interdisciplinario de los Estudios de Ciencia, Tecnología y Sociedad (ECTS). La investigación parte de la hipótesis de que los problemas sociales presentan una naturaleza constructiva (Jasanoff 2012) en el sentido de que los mismos se constituyen y se tratan en un ensamblaje complejo compuesto por agentes, instituciones, "hechos" de diferentes tipos y escalas y están atravesados por procesos epistémicos (Knorr Cetina, ). La investigación pretende identificar los procesos epistémicos - las formas de reconocer, crear, revisar/apropiar, validar, fijar evidencia y deliberar colectivamente acerca del conocimiento - en la constitución de problemas sociales y en las respuestas sociales a los mismos. Específicamente la investigación pretende identificar y analizar procesos epistémicos en casos emergentes en la Argentina de principio de siglo XXI. El estudio de casos permitirá: a) acceder a los procesos epistémicos que están en la base de su constitución y despliegue; b) reconocer cómo estos procesos epistémicos se configuran y son configurados en la constitución y despliegue de problema sociales) trazar su fuerza constructiva o performativa. Los casos de estudio serán seleccionados considerando las siguientes dimensiones: i) que los procesos epistémicos sean explícitamente considerados; ii) que haya movilización ciudadana, estatal y académica en torno de ellos; iii) el emplazamiento territorial. Inicialmente se consideran casos de estudio vinculados con las inundaciones, problemas ambientales, problemas de derechos de juventudes y del acceso tecnológico. Esta investigación recoge así la experiencia que el grupo de investigación adquirió en la investigación anterior que sirvió de base a la formulación del presente proyecto.

This research seeks to develop a conceptual web to identify and analyze epistemic processes in the configuration of social problems in Argentina at the biggining to 21st century. The research is oriented to field interdisciplinary of Science, Technology and Society Estudies. The working hypothesis conceives social problems from a constructive perspective (Jasanoff 2012; Kreimer y Zabala, 2007); they are not given but are constituted and treated in a complex ensembles made up of agents, institutions, "facts" of different types and scales and are embeddedness in epistemic processes (Knorr Cetina, 2007). The research aims to identify epistemic processes - the ways of recognizing, creating, revising / appropriating, validating, fixing evidence and deliberating collectively about knowledge - in the constitution of social problems and in the social responses to them. Specifically, it aims to identify and analyze epistemic processes in emerging cases in Argentina at the beginning of the 21st century. The case study will allow: a) acces to the epistemic processes that are at heart of the constitution and deployment of social problems; b) recognize how these epistemic processes are shaped by social agents, institutional settings, and professional and disciplinary traditions; and c) establish the constructive o performative force of epistemic processes in the configuration on social problems. The cases to be investigated was selected considering the following dimensions: i) epistemic processes must be explicitly considered; ii) there is citizen, state and academic mobilization around them; iii) territorial location. Initially, case studies related to the following problems are considered: floods, environmental issues, youth rights issues and internet access issues. The variety of problems will allow to determine either the singularity of the case or an underlying common structure; in principle, epistemic diversity (Knorr Cetina, 2007) cannot be neglected. Some cases related to these problems have been investigated or explored in the previous investigation that served as the basis for formulating this project. Since the problems have territorial ramifications, these cases have sufficient scope and diversity.
