Continuidades y rupturas en el acceso al trabajo de personas que estuvieron presas

Abstract

La presente tesis constituye un aporte al campo de estudios sobre el encarcelamiento y los efectos que produce, contribuyendo a visibilizar las condiciones de accesibilidad o no al trabajo de personas que estuvieron presas en la provincia de Córdoba y recuperaron su libertad ambulatoria. Indaga los sentidos dados por ellas a sus experiencias en relación a fracasos y derivas en sus trayectorias laborales, posibilitando la confluencia entre sus biografías previas, la estadía en prisión y el proceso de salida. La misma se enmarca en el contexto histórico político del periodo 2015-2019 caracterizado por decisiones tendientes a la despolitización del Estado y la ciudadanía, expresadas en el ámbito de la temática a través de formas asistenciales, selectivas y discrecionales que distan de los derechos. Incorpora la perspectiva de referentes sociales que transitan el contexto carcelario e interaccionan en la etapa pospenitenciaria brindando estrategias de apoyo alternativas, mostrando paradojas en las formas que adquiere la co responsabilización entre distintos sectores estatales y la sociedad. Los resultados alcanzados permiten mitigar la ausencia de información, de producción científica y académica en la temática; reflexiona sobre condicionantes y determinaciones socioculturales de vulnerabilidad y el fracaso de las instituciones de la sociedad ante la complejidad que adquieren los efectos del encarcelamiento; pone en tensión las estrategias de (des) responsabilización del Estado y las organizaciones de la sociedad civil; dejando huellas para pensar la desnaturalización de las respuestas individuales y colectivas que emergen como alternativas al trabajo y la subsistencia.

This thesis constitutes a contribution to the field of studies on incarceration and the effects it produces, helping to make visible the conditions of accessibility or not to the work of people who were imprisoned in the province of Córdoba and recovered their freedom of movement. It investigates the meanings given by them to their experiences in relation to failures and drifts in their work trajectories, making possible the confluence between their previous biographies, the stay in prison and the exit process. It is framed in the historical political context of the 2015-2019 period characterized by decisions aimed at the depoliticization of the State and citizenship, expressed on the subject through welfare, selective and discretionary forms that are far from rights. It incorporates the perspective of social referents who transit the prison context and interact in the post-penitentiary stage, providing alternative support strategies, showing paradoxes in the forms that co-responsibility acquires between different state sectors and society. The results achieved allow mitigating the lack of information, scientific and academic production on the subject; it reflects on conditioning factors and socio-cultural determinations of vulnerability and the failure of the institutions of society in the face of the complexity that the effects of incarceration acquire; it puts in tension the strategies of (de) responsibility of the State and civil society organizations; leaving traces to think about the denaturation of individual and collective responses that emerge as alternatives to work and subsistence.
