El cumplimiento de las directrices de la IFLA/UNESCO en bibliotecas escolares primarias en la ciudad de General Villegas, provincia de Buenos Aires, Argentina

Abstract

Este trabajo describe el estado actual de las bibliotecas escolares primarias en la ciudad de General Villegas, provincia de Buenos Aires, evaluando su cumplimiento respecto a las Directrices de la IFLA/UNESCO para la Biblioteca Escolar. Se investiga si poseen misión, visión y políticas definidas, así como si disponen de un presupuesto asignado. Además se evalúan las condiciones físicas, la amplitud y diversidad del fondo bibliográfico, la formación del personal, el desarrollo técnico-bibliotecológico y los servicios ofrecidos, incluyendo la integración en redes o asociaciones bibliotecarias. Se trata de un estudio descriptivo de tipo mixto, integrando un enfoque cuantitativo y cualitativo con la aplicación de un cuestionario semiestructurado con preguntas abiertas y cerradas a los bibliotecarios y entrevistas a los directivos a cargo de la institución. Se concluye que, en líneas generales, el grado de cumplimiento de las bibliotecas de General Villegas respecto a las Directrices de la IFLA/UNESCO es moderadamente bajo en la mayoría de los aspectos. Aunque se destacan la formación del personal, la amplitud de los servicios ofrecidos y la cooperación bibliotecaria como puntos fuertes, hay áreas que requieren mejoras significativas, como la planificación estratégica, la infraestructura, el desarrollo técnico-bibliotecológico y la alfabetización mediática e informacional.

This paper describes the current state of primary school libraries in the city of General Villegas, in the province of Buenos Aires, evaluating their compliance with the IFLA/UNESCO guidelines for school libraries. It investigates whether they have defined mission, vision, and policies, as well as an allocated budget. Additionally, it assesses the physical conditions, the breadth and diversity of the library collection, staff training, technical-librarian development, and the services offered, including integration into library networks or associations. This is a descriptive mixed-methods study, integrating both quantitative and qualitative approaches, with the application of a semi-structured questionnaire featuring open and closed-ended questions for the librarians and interviews with the institution's management. It is concluded that, in general terms, the level of compliance of the libraries in General Villegas with the IFLA/UNESCO guidelines is moderately low in most aspects. Although staff training, the range of services offered, and library cooperation are highlighted as strengths, there are areas that require significant improvements, such as strategic planning, infrastructure, technical-librarian development, and media and information literacy.
