Representaciones sociales de lxs vecinxs del barrio Santo Domingo de la ciudad de Santa Fe sobre el proceso de implementación del “Programa de Erradicación de Ranchos” (2017/2019)

Abstract

La presente investigación analiza las representaciones sociales de lxs vecinxs del barrio Santo Domingo de la ciudad de Santa Fe sobre el proceso de implementación del “Programa de Erradicación de Ranchos” desarrollado durante el período 2017/2019. El Programa se presenta como una iniciativa tendiente a mejorar la calidad de lxs vecinxs mediante el acceso a la vivienda y al uso del suelo, además de la provisión de infraestructura y servicios públicos en el barrio. En esta línea, los objetivos que persigue la investigación consisten en: reconstruir el accionar del Gobierno de la provincia de Santa Fe y del Movimiento Los Sin Techo durante la implementación del Programa; recuperar la participación que tuvieron lxs vecinxs en el proceso; describir los cambios en el acceso a la vivienda y al uso del suelo que trajo consigo el desarrollo del Programa; y examinar las modificaciones que se produjeron en el espacio en torno al acceso a la infraestructura y a los servicios públicos a partir de la implementación. Para abordar el objeto de estudio se propone una metodología cualitativa de diseño flexible, emprendiendo un análisis de contenido de los datos recabados producto de la realización de entrevistas semi estructuradas a informantes claves, en relación a las fuentes primarias, y un análisis documental de la información obtenida producto de las fuentes secundarias: recopilación de notas periodísticas, análisis de normativas e indagación de páginas oficiales y no oficiales, todas ellas relacionadas al Programa.

This research analyzes the social representations of the residents of the Santo Domingo neighborhood of the city of Santa Fe about the implementation process of the “Rancho Eradication Program” developed during the 2017/2019 period. The Program is presented as an initiative aimed at improving the quality of residents through access to housing and land use, in addition to the provision of infrastructure and public services in the neighborhood. Along these lines, the objectives pursued by the research consist of: reconstructing the actions of the Government of the province of Santa Fe and the Homeless Movement during the implementation of the Program; recover the participation that the neighbors had in the process; describe the changes in access to housing and land use that the development of the Program brought about; and examine the changes that occurred in the space around access to infrastructure and public services following implementation. To address the object of study a qualitative methodology with a flexible design is proposed, undertaking a content analysis of the data collected as a result of conducting semi-structured interviews with key informants, in relation to the primary sources, and a documentary analysis of the information obtained from secondary sources: compilation of journalistic notes, analysis of regulations and investigation of official and unofficial pages, all of them related to the Program.
