La participación legislativa de la Liga del Sur en los inicios de la democracia electoral. Santa Fe, 1912-1916

Abstract

En la presente tesis analizamos el accionar opositor de la Liga del Sur (LS) en el escenario legislativo santafesino, en los inicios de la democracia electoral (1912-1916). Buscamos recuperar las características intrínsecas de la fuerza partidaria y la agenda de temas relevantes de la época a través de los proyectos presentados, las intervenciones de sus integrantes en los debates, las discusiones y los pedidos de interpelación. Consideramos que un análisis minucioso de sus discursos y prácticas permite reconstruir la imagen que la LS construyó de sí misma y de los demás partidos políticos. Sostenemos que el conjunto de cuestiones mencionadas arroja luz sobre el funcionamiento del sistema político en Santa Fe en una etapa de cambios. El punto de arranque es 1912 ya que durante ese año se suscitaron las primeras intervenciones de la LS en la legislatura santafesina, pero nos retrotraemos a unos años antes para dar cuenta del clima político en el cual surgió la agrupación política. Cerramos en 1916, momento en el cual la LS ya se había incorporado plenamente al Partido Demócrata Progresista (PDP). La exploración minuciosa del accionar legislativo de la LS nos permitió insertar sus formulaciones en un clima de ideas signado por el reformismo liberal.

In the present thesis, we analyze the opposition actions of the South League (SL) in the Santa Fe legislative scene during the early years of electoral democracy (1912-1916). We seek to recover the intrinsic characteristics of this partidary force and its agenda of relevant issues of the time through the projects it presented, the interventions of its members in debates and discussions, and its requests for interpellation. We believe that a meticulous analysis of its discourses and practices allows us to reconstruct the image the SL constructed of itself and of other political parties. We maintain that the aforementioned issues shed light on the functioning of the political system in Santa Fe during a period of change. The starting point is 1912, since that year saw the first interventions of the SL in the Santa Fe legislature, but we go back a few years to understand the political climate in which the political group emerged. We conclude in 1916, by which time the SL had fully integrated into the Progressive Democratic Party (PDP). A meticulous examination of the SL's legislative activity allowed us to situate its proposals within a climate of ideas characterized by liberal reformism.
