Argentine trade with Italy and the EU. Challenges and new opportunities

Abstract

El propósito de este trabajo es analizar las relaciones comerciales entre Argentina e Italia, identificando los nichos que representan oportunidades comerciales para ambos países. Todo ello, en el marco de un posible Tratado de Libre Comercio entre la UE y el Mercosur. El calendario no podría ser más apropiado para esta propuesta: Argentina ha terminado un ciclo político y económico con características peculiares y su presente muestra una agenda muy clara que pretende traer a Argentina de vuelta a la comunidad internacional. El enfoque en Italia viene de tres consideraciones: a) La sangre histórica y los lazos culturales del pueblo argentino con Italia hacen de éste un lugar al que los argentinos miran con especial interés; b) La presencia generalizada de las PYMES en Argentina convierte a Italia en el socio ideal para mejorar su competitividad nacional e internacional a través de la transferencia de tecnología y el comercio intra-industrial; c) La reputación de las empresas italianas en los campos de la infraestructura y la explotación de los recursos naturales le da una ventaja a Argentina en esta nueva fase de reconstrucción del país anunciada por el nuevo gobierno. Este trabajo muestra que ambos países son economía complementaria y que tras un acuerdo exitoso entre UE y Mercosur, se pueden identificar algunos sectores que podrían beneficiarse de ella.

The purpose of this work is analyzing the trade relations between Argentina and Italy while identifying the niches that represent trade opportunities for both countries. All of this, within the framework of a potential Free Trade Agreement between the EU and the Mercosur. The timing could not be more appropriate for this proposal: Argentina has ended a political and economic cycle with peculiar characteristics and its present shows a very clear agenda that intent on bringing Argentina back into the international community. The focus on Italy comes from three considerations: a) The historical blood and cultural ties of the Argentinian people with Italy make the latter a place to which Argentinians look with special interest; b) The widespread presence of SMEs in Argentina makes Italy the ideal partner to look at to upgrade their domestic and international competitiveness through technology transfers and intra-industry trade; c) The repute of Italian companies in the fields of infrastructure and exploitation of natural resources give Argentina a head start in this new phase of rebuilding the country announced by the new government. This work shows that both countries are complimentary economy which upon a successful agreement between UE and Mercosur, there can be identified certain sectors that might benefit from it.
