Cuando el consumo de sustancias en adolescentes interpela: estrategias y tensiones del CoPNAF en marco del Sistema de Protección de Derechos

Abstract

La investigación titulada “Cuando el consumo problemático de sustancias en adolescentes interpela: estrategias y tensiones del CoPNAF en el marco del Sistema de Protección de Derechos” se desarrolla como Trabajo Integrador Final de la Especialización en Trabajo Social Forense. El estudio surge de una práctica profesional situada, concibiendo al consumo problemático como un fenómeno social multidimensional que trasciende lo individual. El análisis se centra en el Consejo Provincial del Niño, el Adolescente y la Familia (CoPNAF) de Entre Ríos, actor clave del Sistema de Protección Integral. Se indaga cómo esta institución traduce sus competencias en estrategias concretas ante situaciones de vulnerabilidad social. Bajo un enfoque cualitativo, se articulan entrevistas semiestructuradas y análisis documental, diseño metodológico orientado a problematizar las tensiones, distancias y convergencias existentes entre el marco normativo vigente y las modalidades de intervención territorial. El corpus de la investigación se organiza en siete apartados. Los capítulos iniciales constituyen el andamiaje teórico-metodológico, recorriendo el diseño de la investigación y el itinerario histórico-legal que moldeó las intervenciones estatales. Posteriormente, el análisis se traslada a la dimensión institucional, focalizando en la Coordinación de Políticas Integrales en Salud Mental. Allí se examinan las representaciones profesionales, el impacto de las condiciones socioeconómicas familiares y los desafíos de la articulación interinstitucional y comunitaria. Hacia el cierre, se incorporan dimensiones transversales que enriquecen la mirada: perspectiva de género, agencia adolescente, discursos mediáticos y lógicas de control social. Finalmente, se concluye con una reflexión sobre la especificidad del Trabajo Social y la potencia de la interdisciplina, pretendiendo aportar una mirada crítica para repensar el acompañamiento actual.

The research project titled "When Problematic Substance Use in Adolescents Challenges Us: Strategies and Tensions of CoPNAF within the Framework of the Rights Protection System" is developed as the Final Integration Project for the Specialization in Forensic Social Work. The study stems from a situated professional practice, conceiving problematic substance use as a multidimensional social phenomenon that transcends the individual. The analysis centers on the Consejo Provincial del Niño, el Adolescente y la Familia (CoPNAF) of Entre Ríos, a key actor within the Comprehensive Protection System. It investigates how this institution translates its areas of competence into concrete strategies when facing situations of social vulnerability. Adopting a qualitative approach, the research articulates semi-structured interviews and documentary analysis—a methodological design oriented toward problematizing the existing tensions, gaps, and convergences between the current regulatory framework and territorial intervention modalities. The research corpus is organized into seven sections. The initial chapters constitute the theoretical-methodological framework, traversing the research design and the historical-legal itinerary that shaped state interventions. Subsequently, the analysis shifts to the institutional dimension, focusing on the Coordinación de Políticas Integrales en Salud Mental. There, professional representations, the impact of family socioeconomic conditions, and the challenges of inter-institutional and community coordination are examined. Toward the conclusion, transversal dimensions that enrich the analysis are incorporated: gender perspective, adolescent agency, media discourses, and social control logics. Finally, the study concludes with a reflection on the specificity of Social Work and the power o interdisciplinarity, aiming to provide a critical perspective to rethink current support and accompaniment practices.
