Formulación de un plan de gestión integral de residuos biopatogénicos sólidos, ciudad de Crespo (E.R.), República Argentina

Abstract

Inicialmente se desarrolla el marco conceptual relacionado con los residuos, abarcando su definición y las distintas formas de clasificación. Los residuos pueden clasificarse según la actividad que los genera o de acuerdo con la normativa vigente. Posteriormente, se introduce el concepto de gestión integral de residuos, como base para abordar la problemática específica de los residuos sólidos biopatogénicos generados por la atención de la salud humana y animal. Establecidas las diferentes formas de clasificación, se presenta un análisis del marco normativo a nivel nacional, provincial y municipal. Se identifican los organismos e instituciones competentes en la gestión de residuos sólidos biopatogénicos. Este capítulo aborda la normativa vigente y contextualiza la problemática a nivel internacional, considerando también el aporte de organismos globales. Para dimensionar la magnitud del problema y su impacto potencial sobre el ambiente y la salud pública, se cuantifica la tasa de generación de residuos biopatogénicos en la ciudad de Crespo. Esta evaluación establece un diagnóstico y propone soluciones A partir de dicha evaluación, se plantea un plan de gestión de residuos biopatogénicos para la ciudad de Crespo, centrado en la gestión externa como eje principal. En cuanto a la gestión interna, se describen exclusivamente las etapas de segregación en origen y almacenamiento temporal. Se profundiza en los planes de gestión ambiental teniendo la premisa de las normativas y de una gestión sustentable para el cuidado de la salud humana y el ambiente. Finalmente, se presentan las conclusiones según los objetivos y resultados alcanzados.

Initially, the conceptual framework related to waste is presented, including its definition and the different methods of classification. Waste can be classified according to the activity that generates it or in accordance with current regulations. Subsequently, the concept of integrated waste management is introduced as the basis for addressing the specific issue of solid biohazardous waste generated by human and animal healthcare activities. Once the different classification systems have been established, an analysis of the regulatory framework at the national, provincial, and municipal levels is presented. The authorities and institutions responsible for the management of solid biohazardous waste are identified. This chapter examines the current regulations and places the issue within an international context, also considering the contributions of global organizations. To assess the magnitude of the problem and its potential impact on the environment and public health, the generation rate of biohazardous waste in the city of Crespo is quantified. This assessment provides a diagnosis and proposes solutions. Based on this assessment, a biohazardous waste management plan for the city of Crespo is proposed, focusing primarily on external waste management. Regarding internal management, only the stages of source segregation and temporary storage are addressed. The environmental management plans are further developed based on current regulations and the principles of sustainable management to protect both human health and the environment. Finally, the conclusions are presented in accordance with the objectives and the results achieved.
