| dc.description.abstract | El presente trabajo analiza la concepción de desarrollo de la Comisión Económica para América Latina y el Caribe (CEPAL), identificando cambios y continuidades entre los períodos estructuralista y neoestructuralista en torno a la conceptualización de la transformación estructural y las estrategias sugeridas para su impulso. A partir de ello, se recuperan los elementos más relevantes para pensar el desarrollo de América Latina en la especificidad del capitalismo contemporáneo. En un escenario de creciente regionalización de la producción, la inserción de los países latinoamericanos en las cadenas globales de valor ha reforzado su especialización primaria y una participación subordinada a los países del centro. Frente a dicho diagnóstico, si bien ambos enfoques aportan elementos complementarios, se sostiene que el estructuralismo ofrece los instrumentos analíticos más originales para comprender la persistencia de la condición periférica. Bajo este marco, la transformación estructural implica una disputa por la apropiación de los frutos del progreso técnico, que demanda modificar la estructura productiva con eje en el desenvolvimiento del sector industrial manufacturero. En este sentido, adquieren relevancia el impulso deliberado del Estado y la integración productiva regional como estrategias sugeridas que permiten cualificar la inserción internacional de América Latina en el sistema capitalista mundial. Finalmente, se señala que la superación de la condición periférica no puede concebirse como un proceso espontáneo, sino como el resultado de una estrategia deliberada de transformación estructural que tome como objeto las asimetrías del capitalismo global. | es_ES |
| dc.description.abstract | This paper analyzes the conception of development of the Economic Commission for Latin America and the Caribbean (ECLAC), identifying changes and continuities between its structuralist and neostructuralist periods regarding the conceptualization of structural transformation and the strategies proposed to promote it. On this basis, it recovers the most relevant elements for thinking about Latin American development in the specific context of contemporary capitalism. In a scenario of increasing regionalization of production, the insertion of Latin American countries into global value chains has reinforced their primary specialization and their subordinate participation vis-à-vis central countries. In light of this diagnosis, and although both approaches offer complementary elements, the paper argues that structuralism provides the most original analytical tools for understanding the persistence of the peripheral condition. Within this framework, structural transformation entails a struggle over the appropriation of the fruits of technical progress, which requires changing the productive structure with the development of the manufacturing sector at its core. In this regard, deliberate state action and regional productive integration become relevant as proposed strategies that enable Latin America to upgrade its international insertion into the global capitalist system. Finally, the paper holds that overcoming the peripheral condition cannot be conceived as a spontaneous process, but rather as the result of a deliberate strategy of structural transformation that targets the asymmetries of global capitalism. | en_EN |
