By 2030, the world's urban population will increase in 1 billion people more, representing a challenging pace of urbanization to achieve the minimum quality of life in cities. In this context, large agglomerations have lost inhabitants during the last 20 years, while medium-sized cities, became attractive to the population and object of interest for various disciplines. In the Province of Santa Fe the population growth of cities between 50 and 100 thousand h. surpassed the provincial average in 2013. They are cities that exhibit urbanization dynamics of greater complexity and conflict, and together with their neighbor towns, constitute productive areas of whose productivity is a significant contribution to local economic development. In order to rationalize its management, done under a profound territorial transformation, Law 13,532 recognizes Rafaela, Reconquista and Venado Tuerto (approximately 100,000 inhabitants and reaching almost 150,000 with the agglomerates towns) as metropolitan areas. These conglomerations were formed from a territorial model of high economic and social costs. This project aims to contribute to devising and implementing territorial policy instruments that order their activity with sustainability criteria, developing conceptual guidelines that lead new ways of creating urbanized land aligned with SDG 11 of the 2030 Agenda and based on greater knowledge about current processes and conditions. The academic inter-cloisters group of researchers has external consultants and a permanent link with projects that work together on metropolitan issues, which allowed it to develop strategic guidelines for MA in Santa Fe for the IDB's DAMI Program. Base information will be built about the comprehensive transformation of each MA in order to understand and identify problems and potentials in terms of: housing and basic services, accessibility, urbanization, heritage, risks, environment and public space. Resorting to primary and secondary sources, specific field measurements, and consultations with qualified informants. The information will be converted into graphics, schemes graphs, conceptual diagrams and a GIS that facilitates the setting of analysis and projection scenarios, as well as the idea of a technical-instrumental model of occupation in the study areas.
