La cuenta de inversión una herramienta para evaluar los objetivos generales planteados en los programas de gobierno. El caso de la Provincia de Santa Fe 2004-2015

Abstract

La sociedad argentina demanda, actualmente, lo que podríamos llamar una especie de balance respecto de la gestión pública llevada adelante por el Poder Administrador. En virtud de ello, el presente trabajo de investigación científica expone una metodología que nos permite evaluar a través de los contenidos de las Cuentas de Inversión, en especial sus clasificaciones presupuestarias o financieras, a algunos de los objetivos generales propuestos a la sociedad en los Programas de Gobierno. Puntualmente, se analizan los Programas de Gobierno presentados por el Frente Progresista Cívico y Social en los años 2007 y 2011, este frente se adjudico el triunfo en ambas elecciones, en el ámbito de la Provincia de Santa Fe. Para poder llevar adelante estas evaluaciones la metodología plantea una serie de vinculaciones entre los objetivos generales de gobierno, de los Programas de Gobierno, y el contenido de las Cuentas de Inversión que nos posibilitan observar la tendencia de las variables educación y cultura, infraestructura y descentralización, en los períodos 2008 – 2011 y 2012 – 2015 respecto al período base 2004 – 2007. Los resultados de las evaluaciones nos permitirán inferir, en los casos que se pueda reunir evidencia valida y suficiente, el grado de cumplimiento o el no cumplimiento del objetivo general de gobierno planteado a la sociedad santafesina en su momento.

The Argentine society demands, at present, what we could call a kind of balance regarding the public management carried out by the Administrative Power. By virtue of this, the present scientific research work exposes a methodology that allows us to evaluate through the contents of the Investment Accounts, especially their budgetary or financial classifications, to some of the general objectives proposed to society in the Programs of Government. Specifically, the Government Programs presented by the Civic and Social Progressive Front in the years 2007 and 2011 are analyzed, this front won the victory in both elections, in the area of ​​the Province of Santa Fe. In order to carry out these evaluations, the methodology proposes a series of links between the general objectives of government, Government Programs, and the content of the Investment Accounts that allow us to observe the trend of education and culture, infrastructure and decentralization variables, in the periods 2008 - 2011 and 2012 - 2015 with respect to the base period 2004 – 2007. The results of the evaluations will allow us to infer, in the cases that valid and sufficient evidence can be gathered, the degree of compliance or non-fulfillment of the general objective of government proposed to Santa Fe society at the time.
