Mutaciones urbanas: El caso del patrimonio ferroportuario de la ciudad de Santa Fe

Abstract

En el presente trabajo se abordará el tratamiento que reciben algunos edificios protegidos por tratarse de obras patrimoniales, más específicamente del período funcionalista‖, originalmente concebidas con destino ferro-portuario – actualmente desafectadas–, ubicadas en la ciudad de Santa Fe. Los antecedentes sobre este tema han comenzado a hacerse evidentes en la región en las últimas décadas –por ejemplo los casos del Molino Lupotti-Franchino y La Redonda, en Santa Fe, La isla de los Inventos y Los Silos Davis en Rosario– pero tienen larga trayectoria en el viejo continente. La reconversión de antiguos equipamientos industriales en centros culturales y edificios afines, remonta sus orígenes a los años ‘70, donde se comienza a debatir la sustitución rotunda de los edificios ―obsoletos‖, y se recupera la cuestión del valor de la memoria en la consolidación de la identidad de las ciudades. Es intención de este trabajo lograr un marco de entendimiento bajo el cual abordar el concepto de mutación, en el contexto de la actividad proyectual arquitectónica y urbanística contemporánea. Se intentará establecer lineamientos que contemplen fundamentos estéticos, tecnológicos, sustentables y ambientales, interpelando tanto las teorías –o discursos– disciplinares dominantes, como las normativas vigentes en torno a la problemática. Finalmente, se propone un ejercicio de proyecto que sintetice los lineamientos trabajados con anterioridad. Para tal fin se ha seleccionado el predio de la ex Estación de Ferrocarril Mitre, ubicada en el suroeste de la ciudad de Santa Fe. Mediante dicho anteproyecto se intentará demostrar la pertinencia de los fundamentos teóricos obtenidos durante la investigación.

In the present work, will be addressed the treatment received by some protected buildings, because of their heritage value, more specifically the pre-existences of the "functionalist period", originally conceived with railway and harbor destination - currently disaffected-, located in the city of Santa Fe. The antecedents on this subject have begun to become evident in the region in the last decades - for example, the cases of Franchino Mill and La Redonda, in Santa Fe, the ―Island of Inventions‖ and ―Los Silos Davis‖ in Rosario - but they have a long trajectory in the old continent. The reconversion of old industrial facilities into cultural centers and related buildings, traces its origins back to the 70s, when the discussion about the plain and simple substitution of "obsolete" buildings, and the question of the value of memory in the consolidation of the identity of cities began. It is the intention of this work to achieve a framework of understanding under which to approach the concept of mutation, in the context of contemporary architecture and urban planning. An attempt will be made to establish guidelines that contemplate aesthetic, technological, sustainable and environmental foundations, challenging the dominant disciplinary theories or discourses. Finally, a project is proposed that synthesizes the guidelines worked on previously. For this purpose, the site of the former Mitre Railway Station, located in the southwest of the city of Santa Fe, has been selected. This preliminary project will attempt to demonstrate the pertinence of the theoretical foundations obtained during the investigation.
