Plan de gestión integrada del recurso hídrico subterráneo para riego agrícola en el área piloto Reconquista

Abstract

En función de la intensa actividad agrícola del sector rural del norte de la provincia de Santa Fe, surgió la necesidad de incrementar los conocimientos acerca de la disponibilidad de agua que pudiera utilizarse para riego, en un escenario de intensa competencia con diversos usos, como el industrial, urbano y turístico. El área de estudio seleccionada comprende parte los departamentos Gral. Obligado, Vera y San Javier. En este marco regional se distingue la necesidad del sector rural para la utilización del recurso hídrico subterráneo para riego con carácter suplementario, debido a que en determinada época del año la distribución y cantidad de precipitaciones durante el ciclo del cultivo no es adecuada, lo que genera la explotación del recurso subterráneo para suplir la demanda de agua. En el presente trabajo de tesis se propone un plan de utilización integrada y sostenible de este recurso, mediante el diagnóstico de la situación del uso del agua subterránea en el área y el planteo de estrategias para la resolución de posibles conflictos entre actores, con miras a obtener un desarrollo social, económico y ambiental integrado en la región. La cantidad y calidad del agua subterránea presente en la zona, las prácticas de riego actuales, los usuarios del recurso y sus interrelaciones, y las instituciones y organismos afines a la materia, se establecieron a través de un plan de actividades consistente en la recopilación, sistematización y análisis de bibliografía específica referente al medio natural y al contexto socioeconómico de la región. Los resultados de esta investigación se plasmaron en un conjunto de acciones bajo la mirada de la GIRH, con la finalidad de gestionar la oferta y la demanda del agua subterránea para el riego agrícola en el sector de estudio.

Depending on the intense agricultural activity in the rural area north of the province of Santa Fe, it became necessary to increase knowledge about the availability of water for irrigation could be used in a scenario of intense competition with various uses, such as industrial, urban and tourism. The selected study area includes part the department Gral. Obligado, Vera and San Javier. In this regional context of the rural sector the need for the use of groundwater resources for irrigation supplementary character is distinguished because in certain time of year the distribution and amount of rainfall during the growing season is not adequate, generating the exploitation of underground resource to meet the demand for water. In this thesis a plan of integrated and sustainable use of this resource is proposed, by diagnosing the situation of groundwater use in the area and the proposal of strategies for resolving conflicts between actors, with a view to get a social, economic and environmental development built in the region. The quantity and quality of ground water in the area, current irrigation practices, resource users and their interrelationships, and institutions and related organizations to matter settled through a plan of activities consisting in the collection, systematization and analysis of specific literature concerning the environment and socio-economic context of the region. The results of this research were reflected in a series of actions under the gaze of IWRM, in order to manage the supply and demand of groundwater for agricultural irrigation in the area of study.
