Vulnerabilidad hídrica. El hombre y el río como entidades inclusivas. La tecnología como medio posibilitante

Abstract

“Arquitecturas en zonas hídricas”: la vulnerabilidad hídrica limita la expansión urbana de la ciudad de Santa Fe y la infraestructura solo alivia una amenaza creciente y aparentemente inevitable a nivel mundial. Por ello, se realiza una revisión-exploración proyectual y vivencial de la relación Hombre/Naturaleza. El proceso metodológico de este estudio, configurado por la Construcción de Conceptos, el Estudio de Campo y la definición de una Propuesta como ensayo proyectual, se estructura a partir de un recorte: Espacial (local/global; regional/nacional/internacional; el sitio), Temporal (”recuperar el pasado”; “aprovechar el presente”; “proyección a futuro”) y Temático (capítulos: “Encuadre”; “Propuesta”; “Cierre abierto…”). El “Encuadre” realizado reconoce que: los santafesinos demuestran un fuerte enraizamiento a su río; los sistemas industrializados permiten innovar de forma flexible, estratégica y sustentable; los sistemas flotantes abren el mercado y la exploración interdisciplinar sobre viviendas. De esta manera, se acercan intereses socio-productivos e institucionales-académicos para desarrollar una propuesta que puede ser potenciada tanto desde el “arraigo local” como desde la “pertenencia global”, que lo identifica y ubica en un espacio-tiempo determinado. A partir de esta idea surge una Arquitectura Flotante “Emergente” para que el profesional y la sociedad puedan adecuarse a la condición contemporánea aceptando el riesgo con “naturalidad”. Una convivencia consiente y prevenida que permite la recuperación, el mantenimiento o la potenciación de las vivencias que el hombre experimenta con su medio. De esta forma, la “topofilia” y el “arraigo” se integran como políticas de “lugar” y de “apropiación” territorial desde el derecho a una construcción alternativa de identidad.

“The Architecture in hydric zones”: the hydric vulnerability limits the urban expansion in the city of Santa Fe and the infrastructure just alleviates a growing and inevitable menace apparently worldwide. So, a project revision-exploration and vivential must be done about the relationship Man/Nature. The methodology process of this study, configured by the Building of Concepts, the field study and the proposal definition as a project essay, is structured by means of a cut: Spacial ( local/ global/ regional/ national/ international; the site), Temporal (“ to recover the past”, “ to make the most of the present”, “future projection”) and Thematic (Chapters: “Framing”, “Proposal”, “ Open closing…”).The Framing produced recognizes that: people living in Santa Fe show a strong root dealing with their river, the industrialized systems allow to innovate in a flexible, strategic and sustainable way; the floating systems open the market and the interdisciplinary exploration about the houses. In this way, the social-productive and institutional-academic interests get closer to develop a proposal that can be empowered not only from the ”local root” but also from the ”global belonging”, that identifies and locates it in a definite space-time. From this idea, arises the “Emerging Floating Architecture” to make the professional and society to adequate to the contemporary condition, accepting the risk naturally. A conscious and prevented coexistence that allows the recovery, the mantainance or the potentiation of the houses that the man experiments in his habitat. For this reason, the “topofilia” and the “roots” integrate themselves as local and appropriation territorial politics from the right to an alternative identity construction.
