<p>The provinces of Northwest Argentina have a series of competitive advantages for the development of the cannabis industry: abundant sunshine and low rainfall, agro-industrial production specialization, an associated private sector such as textiles and pharmaceutical laboratories, among others. This paper presents the productive advances and raises a series of management and articulation challenges for the provincial management firm Agrogenética Riojana to lead the emergence of the medical cannabis industry in the NOA. The conceptual approach combines elements from the literature on the entrepreneurial state, resources and capabilities and innovation systems. Through a case study, we contribute to document and discuss the advances and challenges faced by state-owned companies of the subnational level in Argentina, which are still little explored. The experience of La Rioja is relevant in this sense, given that it is currently the most expressive in terms of the number of state-owned companies at the provincial level in Argentina.</p>Manuel GonzaloGabriela Starobinsky

<p> </p> <p>Development banking experience was an inescapable reference in the macroeconomic evolution of Latin America and contributed to the recognition of the need for an active presence in the credit market. Public banks contributed to this agenda, in parallel with their commercial activity. Over the past few years, Banco de la Provincia de Buenos Aires has supported the productive activity of MSMEs (micro, small and medium-sized firms) financing for strengthening of working capital, investment, the production of goods and services, and employment. Within this framework, it has financed the industrial and agricultural sectors through different strategies, including "soft" financial lines (with "softened" interest rates). <p>The participation of “Yacimientos Petrolíferos Fiscales” (YPF SA nowadays) has contributed throughout 100 years of the argentine oil industry, to the economic, productive, and social development of the 24 subnational jurisdictions and, at the same time, has been useful as an emblem of social cohesion and construction of a national identity throughout our vast Nation.</p> <p>Thus, YPF has performed, on the field, as the “captain” of the national team and has developed in every segment of the country’s hydrocarbon and energy industry, which is why it has become the omnipresent “Aleph”.</p>Juan José Carbajales

<p>Regarding State-owned companies and public utilities, the Cambiemos policy was characterized by exponential increases in prices while budget and personnel suffered reductions. In this sense, its administration had ensured favorable business conditions for private companies at the expense of the sector’s improvement and users’ interests (Rocca, 2023). The arrival of the Frente de Todos (FdT) to the presidency in 2019 presented the possibility of reversing this situation by implementing policies alike the ones of the Kirchnerist governments (2003-2015) in which State intervention increased. What characteristics did State action adopt to overcome the inherited conditions? What kind of policies shaped it? What continuities and ruptures can be identified regarding to the Cambiemos government? The answers to these questions guide the development of this article.
