Abstract

This paper analyzes the Argentinian experiences of Youth Participatory Budgeting with a hypothesis according to which the conception of the device produces a displacement from the "participant" to the "beneficiary". First, we present the definition of PPJ and describe its functioning in Argentina. Second, we observe how it is in the type of projects arising from the participatory process that officials consider mostly that lies the "youth" feature of the PPJ. Third, we show that the PPJ can be considered a "participation-recognition" device, since it calls for the participation of a group of the population by virtue of their specific needs. Finally, we conclude that the practices tend to confuse the decision-maker on the projects with the beneficiary of these projects, and we pose questions for future works. The research is based on semi-structured interviews conducted in all municipalities with PPJ and on participant observation of the First National Meeting.
