Transparencia en las Entidades de Fiscalización Superior. Caso Tribunal de Cuentas de la Provincia de Santa Fe

Abstract

La presente tesis aborda el caso del Tribunal de Cuentas de la Provincia de Santa Fe, como organismo de control externo, y su vinculación con la comunidad en general y Administración Pública en particular, a través de la publicación de las actividades que desarrolla y los resultados que de las mismas obtiene. En una actualidad donde la tecnología y las comunicaciones forman parte de la vida diaria de los individuos, creemos que las mismas deben estar al servicio de la comunidad y servir como nexo entre el Estado y la ciudadanía, contribuyendo a la transparencia y brindando posibilidades de acceso a la información. Conocer las limitaciones y condicionamientos que enfrenta el Tribunal de Cuentas de la Provincia de Santa Fe para realizar sus publicaciones es un punto fundamental en el presente trabajo, como así también destacar las fortalezas y los avances que en materia de transparencia y acceso a la información ha llevado adelante este organismo de control.

This thesis addresses the case of the Court of Accounts of the Province of Santa Fe, as an external control body, and its relationship with the community in general and Public Administration in particular, through the publication of the activities it develops and the results that it obtains from them. At a time where technology and communications are part of the daily life of individuals, we believe that they should be at the service of the community and serve as a link between the State and citizens, contributing to transparency and providing access possibilities at the information. Knowing the limitations and conditions faced by the Court of Accounts of the Province of Santa Fe to make its publications is a fundamental point in this work, as well as highlighting the strengths and progress that in terms of transparency and access to information has carried out this organism.
