Incentivos políticos y designaciones permanentes en Comunas del Departamento General Obligado, Santa Fe, Argentina

Abstract

Esta tesis analizó la influencia de los incentivos políticos de los mandatarios comunales (variable influyente) sobre los criterios que operan durante las designaciones permanentes de empleados públicos (variable problemática) en tres administraciones locales del Departamento General Obligado, Santa Fe, Argentina. El estudio fue cualitativo y descriptivo, con una estrategia de análisis documental y de campo. Primero, se relevó el corpus normativo sobre ingresos al empleo comunal santafesino. Luego, se aplicaron cuestionarios cerrados a empleados permanentes y entrevistas semiestructuradas a mandatarios comunales actuales y anteriores. Por último, se construyó una tipología donde ubicar a las tres administraciones locales según el resultado de las variables. La conjetura inicial fue que los incentivos políticos predominan en la práctica de las designaciones permanentes y están en tensión con las instituciones formales que promueven el mérito y restringen la discrecionalidad. Los resultados corroboraron esta anticipación en dos de las tres comunas estudiadas, aunque con diferente intensidad. En la comuna restante no fue confirmada, aunque tampoco definitivamente descartada. Los hallazgos mostraron coincidencia en el elevado nivel de discrecionalidad y variación en el peso de los incentivos políticos entre las tres administraciones. Se concluyó que, ante un marco idéntico de instituciones formales, los incentivos políticos tienen influencia en las designaciones permanentes en la medida que, en cada administración, las instituciones informales legitiman cierto tipo de decisiones basadas en cálculos de costo/beneficio político de parte de los mandatarios.

This thesis analyzed the influence of the political incentives of commune presidents (the independent variable) on the criteria governing permanent public sector appointments (the dependent variable) in three local administrations in the General Obligado Department, Santa Fe, Argentina. The study was qualitative and descriptive, employing both documentary and field analysis strategies. First, the body of regulations regarding entry into communal employment in Santa Fe was reviewed. Subsequently, closed-ended questionnaires were administered to permanent employees, and semi-structured interviews were conducted with current and former commune presidents. Finally, a typology was constructed to categorize the three local administrations based on the variables' outcomes. The initial hypothesis was that political incentives predominate in the practice of permanent public sector appointments and stand in tension with formal institutions that promote merit and restrict arbitrary decision-making. The results corroborated this hypothesis in two of the three communes studied, albeit with varying degrees of intensity. In the remaining commune, the hypothesis was not confirmed, although it could not be definitively ruled out. The findings revealed that all three administrations exhibited a high level of discretion that, in practice, amounted to largely arbitrary decision-making, while the weight of political incentives varied among them. It was concluded that, within an identical framework of formal institutions, the political incentives influence permanent appointments to the extent that, in each administration, informal institutions legitimize certain types of decisions based on the commune presidents’ political cost-benefit calculations.
