Reflections on e-government and citizen participation in Ecuador

This article analyzes the legal elements of electronic government (e-government) in Ecuador. These elements include a series of instruments such as the Constitution of the Republic of Ecuador, the National Plan for Good Living, the United Nations, the Latin American Center for Development Administration, in order to seek the construction of an open, close, efficient and effective government. To carry out this task, a series of technological and human elements are required, which encourage or promote citizen participation through their direct and indirect mechanisms, especially with those that refer to access to public information that comes from the essence of electronic government. The implementation of electronic government is an ideal means to encourage citizen participation online, since it will allow a government, regardless of its level within the public administration, to promote specific policies and concrete mechanisms of electronic participation using ICTs in the information, consultation, decision, control and execution processes.
