Abstract

The article analyses the issue of good governance and good management of public institutions under the perspective of social control. The issue is examined under the perspective of the fundamental rights of the citizen and human rights, with references to decisions of the Inter-American Court of Human Rights.

    Profesor Adjunto de Derecho Administrativo por concurso público en la Facultad de Derecho y Ciencias Sociales de la Universidad Nacional del Comahue (Neuquén, Argentina). Obtuvo su grado de Diplomado en Estudios Avanzados de Doctorado – DEA – Universidad San Pablo CEU, Madrid (2005). Especialista en Derecho Administrativo y Administración Pública por la Universidad Nacional de Buenos Aires (1994) y Abogado por la Universidad de Belgrano (1991). Director de la Carrera de Especialización en Derecho Administrativo de la Universidad Nacional del Comahue. Fue Secretario General de la Asociación Argentina de Derecho Administrativo (2012-2014). Miembro del Instituto de Política Constitucional de la Academia Nacional de Ciencias Morales y Políticas de la Argentina. Investigador Categoría III, Resolución de la Comisión Regional de Categorizaciones Zona Sur, Programa de Incentivos 2010, Ministerio de Educación de la Nación Argentina. Es evaluador de proyectos de investigación. Es conjuez federal en la Ciudad del Neuquén, Provincia del Neuquén, Argentina.
