Abstract

This article deals with historical and political analysis of the birth of the concept of quality education in the organization of education in Brazil. To achieve this, it focuses on the status of "right to education" or "public education service" as a public good. It talks about the organization of the Brazilian education system and presents considerations on the problem of restrictive and formal interpretations of the educational system, particularly in terms of the neoliberal proposal typical of the nineties. It develops reflections on the concept of quality and the ability to put it into practice, through the determination of the Brazilian Constitution, according to a substantive interpretation of public evaluation policies.
