Transformation in the Government of the «Community» in Argentina: from Empowerment to Organized Community

Abstract

In this article we address the community management transformations in Argentina, which took place since the crisis of the neoliberal consensus. From a qualitative approach, that combines documentary analysis and in-depth interviews, we researched about the formation of participatory instances such as «Mesas de Gestión Local», which took place at the framework of the national program called «Plan Ahí», between 2008 and 2015. The article argues that the «Plan Ahí» is an intervention dispositive that functions as a «methodology» of government, aimed at transforming the way of conceiving and interpellating, from the State, to the communitary subject and the expectations of the «community» in front of him. At the same time, within the framework of this program there is a tension in the way of understanding conflict management.
