Abstract

The objective of the work is to analyze the level of institutionalization of civil services of the six (6) municipalities that integrate «Gran Mendoza» from the application of a bipolar scale of politicization/ professionalization. The structural characteristics present a high variability in terms of the size of bureaucracy, composition, level of flexibility and fiscal weight of public employment in the selected cases. Likewise, the calculation of the index of institutionalization of municipal civil services (IISCM) in the communes of the metropolitan area of Mendoza shows that level of implementation of merit in the local order is still fragile. The average IISCM rises to 2.7 points, with 5 of the cases in the middle of the scale being positioned towards the extreme which indicates greater politicization of the bureaucracies. Only the City of Mendoza (3.1) reached scores minimally closer to the pole that represents higher levels of administrative professionalization.
