Abstract

In this paper, we analyse how the State of the Santa Fe province (Argentina) participates in the process of social production of water and sanitation services, in those localities supplied by cooperatives. We are interested in observing whether there is a change in the relationship between the governmental-institutional order and the cooperative entities, from the moment in which the Socialist Party takes over the provincial administration. We identify the involved actors, the conflicts that occur and the strategies they develop to universalize access to these essential public services.
