Governance in the new Urban Agendas: particular reference to its implementation in Spain

Abstract

The purpose of this paper is to analyze the role of Governance as a tool for the implementation of Urban Agendas, from a transversal and multilevel perspective. To do this, the initial purpose is to know how Governance is articulated in the different Urban Agendas that are underway to date, from the necessary reference of the 2030 Urban Agenda, passing through the Urban Agenda of the European Union and focused on its implementation in Spain, both in the Spanish Urban Agenda and in different regional Urban Agendas that have already been approved. The role that the Governance dimension achieves as a transversal and multilevel tool in the Urban Agendas is essential. The achievement of the Sustainable Development Goals (ODS) and, based on them, the specific objectives that are proposed in each of the Urban Agendas, attending to the needs and challenges of the different territorial areas and with the goal of achieving sustainable development. equitable, fair and sustainable, have a great ally in Governance, aware that traditional formulas based on hierarchical approaches have resulted in insufficient tools to govern and achieve sustainability objectives that have become real challenges in today's society and that increases day by day.
