The article explains the evolution of the characterization of the independence of regulatory authorities, from formal or de jure independence to actual or de facto independence, addressing the distancing of the other bodies of public power and of the stakeholders and the autonomy in the exercise of its mandate, to then present the indices that have been developed by academic studies to measure the degree of independence of regulatory authorities in different sectors and countries, to conclude with the development of an index proposal that correlates the dimensions of de facto independence identified by the OECD with the variables characterizing de jure independence that have been addressed in the preceding academic analyzes to have a measurement instrument that integrates the two dimensions of the independence of regulators.
