Abstract

The author intends to highlight the importance that has the local character of the police power in matters of public safety; especially in a particularly sensitive matter for the human person. Thus it makes it especially attending the complex Argentine federal system, in which various organs and entities (national, provincial and municipal) must live together sharing a similar public role.

Profesor Titular de las Cátedras de Instituciones de Derecho Administrativo  y de Derecho Administrativo Especial de la Facultad de Derecho (Subsede Paraná) de la Universidad Católica Argentina y Profesor Adjunto ordinario en la Cátedra de Derecho Administrativo de la Facultad de Ciencias Jurídicas y Sociales de la Universidad Nacional del Litoral – UNL (Santa Fe, Argentina). Doctor en Ciencias Jurídicas por la Universidad Católica de Santa Fe. Abogado Especializado en Derecho Administrativo, Notario y Abogado por la UNL. Docente de los posgrados de Especialización en Derecho Administrativo de la Universidad Nacional del Litoral, Universidad Nacional de Rosario, Universidad Nacional del Nordeste y Universidad Nacional de Comahue; y de Doctorado en la UNL y Universidad Católica Argentina (Rosario).
